Russian President Vladimir Putin on Monday plans to discuss options with his security chiefs after a series of terrorist attacks near Moscow that killed 137 people, the Interfax news agency reported, citing a Kremlin spokesman. Dmitry Peskov.

The meeting will also address the question of how victims and their families can be helped, Peskov said.

A Kremlin spokesman declined to comment further on the details of the torture of the four detained by the Russian military.

Responding to a reporter who pointed to the men’s visible injuries in court and videos of the torture, Peskov simply said: “I’ll leave that question unanswered.”

He did not say what happened on Friday at the Crocus City Hall concert hall, but he did mention information from Russian officials.

The Islamic State group has claimed responsibility for the attack on several occasions, which Western security officials and experts say is credible.

Putin and other Russian officials said without any evidence that Ukraine was involved in the crime. The leadership of Ukraine has strongly denied that it is the one who caused the attack.
