A woman was raped on a train in Philadelphia on Wednesday night when onlookers did nothing, according to police.
The rape was filmed on a surveillance video that showed people on board the ship did nothing to intervene.
The woman was taken to hospital for treatment and her tormentor, Fiston Ngoy, 35, was arrested.
“There were a lot of people, in my opinion, who should have intervened; someone had to take action, ”said Superintendent Timothy Bernhardt of the Upper Darby Police department. “It speaks to where we are in a group. I mean, who would allow something like this to happen? That is why it is so difficult. ”

A woman has been raped by a stranger on a passenger train in Philadelphia in front of other passengers who a police officer said “should have taken action.”
Superintendent Timothy Bernhardt of the Upper Darby Police department said officers were called to the 69th Street terminal around 10 pm Wednesday after a western train hit at the Market-Frankford Line.
An employee of the southeastern Pennsylvania Transportation Authority who was nearby when the train passed by called the police to say “something is not right” with the woman who was on the ship, Bernhardt said.
SEPTA officers waiting at the next stop found the woman and arrested another man. The woman was taken to a hospital.
Fiston Ngoy, 35, has been charged with rape, torture and other counts, according to court records in Delaware County. Bernhardt said both SEPTA and Upper Darby Police knew Ngoy.
